PROJECT: Blackburn Public Hospital
STATE:
VIC
PARTNERS: Plan Group, Pure Piping
SCOPE: Design, Supply, Installation, Commissioning and Maintenance – Preventative Maintenance of Pretreatment and RO plant

TECHNOLOGY: Multimedia, Reverse Osmosis
APPLICATION: CSSD
WATER ISSUES: Sediment, Chlorine, Microorganisms, Water Compliance
PRODUCTS / SOLUTIONS: MediaPRO, Endotherm RO

Background

As part of a broader hospital redevelopment, Blackburn Public Hospital in Victoria undertook significant upgrades to its Central Sterile Services Department (CSSD). Ensuring the availability of compliant, high-quality water was critical for meeting healthcare sterilisation standards.

Objectives

The key aim of the project was to deliver a robust and fully compliant water treatment solution for the CSSD. Redundancy and reliability were top priorities, alongside adherence to the Australian Standard AS5369 (Tables 7.2 & 7.4), which sets water quality requirements for health service organisations.

Challenges

The project was delivered under a tight construction schedule, with little margin for delays. Long lead times on standard RO units meant a creative solution was required to avoid timeline setbacks. The installation space also posed physical constraints, requiring precision coordination during equipment delivery and crane operations.

Solution

We were engaged to design, supply, install, commission and maintain the full water treatment system. This included:

  • Pretreatment and reverse osmosis (RO) plant with built-in redundancy
  • SS316L orbital welded ring main
  • Seismic restraints for structural integrity
  • Preventative maintenance support for ongoing reliability

Technologies implemented included multimedia filtration and reverse osmosis, using Media Pro filtration units (D-9-SF, D-9-WS, D-12-CF) and an Endotherm RO system.

To overcome delivery delays, our team reconfigured a consignment RO unit on-site after delivery, a non-standard yet effective approach that ensured compliance with the tight schedule. Coordination with the client during the crane lift into a narrow rooftop opening was a key success factor.

Outcome

Thanks to proactive project management and close collaboration with our client and subcontractors, we successfully delivered a compliant and fully operational water treatment solution within the project’s strict timelines. Verbal feedback from the client has been overwhelmingly positive, acknowledging the team’s adaptability and commitment to results.

In Summary

The Blackburn Public Hospital CSSD upgrade demonstrates how responsive solutions and hands-on support can drive successful outcomes in complex, high-stakes environments. Our team’s flexibility, technical expertise and strong partnerships were key to delivering a reliable, compliant system on time.
