Wet Commissioning Underway Following Successful Factory Testing and Site Installation 

[15/04/26] Southland Filtration has reached a further key milestone in the delivery of Tasmania’s first Class A Recycled Water Treatment Plant, with the Blackmans Bay facility now entering the commissioning phase. 

Following the successful installation of the containerised treatment systems on site, commissioning activities commenced with an intensive “wet” commissioning program. This stage involves operating the plant with water to verify performance, confirm electrical, mechanical and control systems functionality, and identify any issues that may have arisen during transport and installation. 

The commissioning phase builds on the successful Factory Acceptance Testing (FAT) completed at Southland Filtration’s manufacturing facility, where the modular plant was fully assembled and tested prior to shipment. The on-site commissioning process provides a final opportunity to validate system integrity in its operational environment before progressing to regulatory compliance and handover. 

The Blackmans Bay Recycled Water Treatment Plant has been designed to convert Class B discharge from the existing sewage treatment facility into high-quality Class A recycled water. Once operational, treated water will be delivered through the 7 km South Arm Pipeline to the Arm End Nature Reserve and will also support agricultural users along the pipeline route. The plant has been designed to achieve a Class A treatment category suitable for firefighting, enabling the recycled water to be used by the TasFire service, while reducing nutrient discharge to the marine environment. 

During the next stage of commissioning, the treatment plant will be fine-tuned to ensure it consistently meets all applicable EPA standards for Class A recycled water. Validation and performance monitoring will confirm compliance prior to the commencement of routine operation. 

Commissioning represents a critical milestone in the project lifecycle, marking the transition from construction to operation and ensuring all systems perform safely, reliably and in accordance with design intent. 

Southland Filtration designed, manufactured and tested the modular system, which incorporates multi-stage filtration with automatic backwashing, ultrafiltration for final polishing, Class A storage, and a pressure-controlled booster pump station for reliable distribution. 

Commissioning activities are scheduled to continue through to completion in Q2 2026.
